It's hard to tell who would win, but I guess Zod would win here. Sure, Loki has extensive magic powers and gadgets (Bypassing Zod Invulnerability), and given that he has traded blows with Thor and even survived being beaten up by the HULK, I think that's unlikely that Zod is going to One-Hit Kill Loki. But in the end, Zod VASTLY outcasses Loki on Strength, Speed and Durability, and unlike Superman, Zod is more than eager to fight at full strength and kill his opponents as fast as possible. Not exactly one sided, but still in Zod's favor.
