If considering the novel version of D, him by a longshot. D's strength and power is canonically not only far beyond dhampirs but beyond all other vampires (except perhaps Dracula himself). In terms of speed, D managed to beat a werewolf who could strike at the speed of sound to the "punch", so to speak, and did so cutting him in such a way that in spite of his blade being normal iron the werewolf couldn't regenerate. He does the same to vampires all the time; theoretically able to kill vampires through wounds rather than fatal blows.

The movies water down D considerably. He never needed Leila's help in the original novelization of "Demon Deathchase" (which is what "Bloodlust" is based off of), and while he did get staked by Rei in the original novel, that was only because the Time-Bewitching Incense made him hesitate for a fraction of a second, and then only because Rei had replaced the arm that D had cut off with a cybernetic one that was far faster and D wasn't expecting him to even have an arm. Rei tried the exact same move later in the novel and D expected it and killed Rei at that point...despite the fact Rei was also warping reality at the time so that D should have impaled himself even trying to hit him. 

Even if Alucard did strike a mortal blow, Left Hand can regenerate D getting staked through the heart. This is all D's innate basal level. Alucard needs help from a TON of magical relics to be able to get to his own full power.
